The Village Government’s Communication Strategy in Strengthening Islamic Family Education for Early-Marriage Couples in Candijati Village
Abstract
Unplanned pregnancies drive most early marriages in Candijati Village, Jember Regency. These early unions often lead to economic pressure, limited religious literacy, and low parenting readiness. Law Number 6 of 2014 mandates village governments to conduct community guidance. However, empirical research on village-level post-marriage communication strategies remains scarce. This study analyzes how the Candijati Village Government communicates Islamic family education to early-married couples, identifying enabling and constraining factors. a qualitative case study design, the researchers interviewed eight purposively selected informants. The participants included local village officials, a marriage counselor, a religious leader, a welfare cadre, and two early-married couples. Data collection involved semi-structured interviews, non-participant observation, and document analysis. The research team analyzed data through the interactive thematic model of Miles, Huberman, and Saldaña, ensuring credibility via triangulation and member checking. Findings reveal four core strategy components: credible communicators, religiously and emotionally framed messages, interpersonal-digital media combinations prioritizing face-to-face interaction, and persuasive delivery. Early-married couples reported perceived improvements in communication, role division, and religious practice. Inter-institutional collaboration and social trust facilitated successful delivery. Conversely, low education levels, economic hardship, and work demands constrained program reach. This study provides a contextual communication model that extends communication theory into post-marriage family guidance.
