Abstract

Halal certification and green industry certification in Indonesia are still implemented as two separate policy regimes, despite their interrelated goals of realizing a safe, sustainable, and responsible industry. This study aims to analyze the opportunities and challenges of integrating these two certifications and examine their contribution to ecological justice. The method used is normative-empirical legal research with legislative, conceptual, and sociological approaches. Data were obtained through document studies and interviews with relevant stakeholders. The results indicate that the main challenges to integration lie in the differences in legal status, standards, and institutional arrangements for certification. However, these challenges are not definitive and can be addressed through a progressive partial integration model, which incorporates environmental sustainability indicators into halal certification before green industry certification becomes mandatory. This study also develops a dual legitimacy framework that integrates the principles of ecological justice—including distributive, procedural, and recognition justice—with Islamic environmental ethics through the concepts of khalīfah, mīzān, and ḥalālan ṭayyiban. Furthermore, a functional convergence model was found between Halal Inspection Institutions and green industry certification bodies, enabling audit harmonization within a single integrated certification system. These findings provide a conceptual basis for the development of a Green Halal Industry and the reformulation of sustainable certification policies in Indonesia.
