IMPLEMENTASI GOOD GOVERNANCE MELALUI TRANSFORMASI DIGITAL DAN KERJASAMA ANTAR INSTITUSI MENUJU INDONESIA EMAS 2045

Abstract


Era transformasi digital dan agenda Indonesia Emas 2045 menuntut paradigma baru dalam hukum administrasi yang mengutamakan kolaborasi antar institusi untuk mewujudkan good governance yang efektif dan responsif. Penelitian ini menganalisis implementasi kolaborasi dalam hukum administrasi Indonesia, mengevaluasi tantangan dan peluang dalam era digital, serta merumuskan strategi optimalisasi kerjasama antar institusi untuk mendukung pencapaian Indonesia Emas 2045. Penelitian menggunakan metode yuridis normatif dengan pendekatan konseptual dan perundang-undangan, diperkuat dengan analisis systematic literature review terhadap 20 referensi terbaru (2020-2025) dari jurnal bereputasi dan dokumen kebijakan resmi. Kolaborasi hukum administrasi Indonesia telah mengalami evolusi signifikan dengan penguatan landasan hukum melalui UU No. 1 Tahun 2024 tentang ITE, implementasi SPBE, dan pengembangan sistem pelayanan terpadu. Namun, masih terdapat tantangan dalam harmonisasi regulasi, ego sektoral, dan keterbatasan kapasitas digital. Transformasi digital membuka peluang baru untuk kolaborasi yang lebih efektif melalui platform terintegrasi dan data sharing antar institusi. Kolaborasi dalam hukum administrasi Indonesia menunjukkan tren positif namun memerlukan penguatan kerangka hukum digital, pengembangan kultur kolaboratif, dan investasi dalam kapasitas teknologi untuk mendukung pencapaian visi Indonesia Emas 2045.
